Head of Office: Engr. Ma. Lourdes P. Orijola The Office of the Assistant Secretary for Technology Transfer takes primary responsibility in managing of the following DOST implemented programs, namely: Balik Scientist Program, Scientific Career System, DOST-Japan Society for the Promotion of Science Joint Scientific Cooperation Program, and Gender and Development.
Programs being handled: The Balik Scientist Program was established pursuant to P.D. 819 dated 24 October 1975 to encourage overseas Filipino scientists/experts to return or reside in the Philippines, and share their expertise along the government priority areas in agriculture, energy, environment, health and emerging technologies in order to accelerate the scientific, agro-industrial and economic development of the country. The BSP was revived and instituted under the DOST through Executive Order No. 130 dated 25 October 1993.
Scientific Career System (SCS) The Scientific Career System was established within the Civil Service pursuant to Executive Order No. 784 dated 17 March 1982. It was formally organized on 19 July 1983 with the issuance of Executive Order No. 901. The establishment of the SCS was further reinforced by Section 4 of R.A. 8439 entitled "Magna Carta for Scientists, Engineers, Researchers and Other Science and Technology Personnel in Government" The SCS is the government's response to the need to recognize and provide a system of reward to highly productive personnel in the government service as a means to encourage them to stay in the research track.
DOST-Japan Society for the Promotion of Science (JSPS) Joint Scientific Cooperation Program The DOST-JSPS Joint Scientific Cooperation Program is an inter-institutional cooperative arrangement initiated on 15 March 1979 with the Japan Society for the Promotion of Science. This was renewed and remain valid for an indefinite period for the following:
Gender and Development (GAD) Ensures that DOST provides gender responsive Science and Technology policies, plans, programs and technology transfer services pursuant to R.A. 9710 or the Magna Carta of Women which mandates gender mainstreaming as a strategy to promote women's human rights and eliminate gender discrimination in all government agencies.
