Head of Office: Dr. Amelia P. Guevara

 

The Office of the Undersecretary for Research and Development (OUSEC-R&D) provides assistance to the DOST Secretary in the (a) supervision of 7 DOST Research and Development Institutes, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and Philippine Institute of Volcanology and Seismology (PHIVOLCS); (b) reviews/initiates R&D policies and procedures; (c) expands initiations/agreements pursued and existing cooperation in S&T; (d) management of DOST R&D funds; (e) management of Technology Innovation and Commercialization (TECHNICOM) Program; and (f) management of bilateral and multilateral linkages.


Technology Innovation for Commercial Program (TECHNICOM)

The Department of Science and Technology (DOST) thru its TECHNICOM Program provide funds to fast track the transfer and commercialization of research results especially those generated by member institutes of the National Research and Development Network (NRDN). In addition, TECHNICOM hopes to provide assistance in facilitating the access of Small and Medium Enterprise (SMEs) to research facilities and personnel of Research and Development Institutes (RDIs) and other government institutions to address their technical needs.

As a comprehensive and unified strategy to enhance technology development for commercialization, the program is targeted towards:

  • Stimulation of technological innovation
  • Increasing private sector and commercialization of innovated technologies; and
  • Maximizing benefits from government investments in technology innovation activities.



International Technology Cooperation Unit (ITCU)

  • Provides the central machinery for the planning, development, coordination, implementation, monitoring, integration and harmonization of the Department's programs on international S&T relations.
  • Plans, develops, and implements a program aimed at strengthening and expanding linkages in international cooperation in scientific and technological research and development with foreign Government's international/regional organizations, private entities and similar organizations.


Objectives of International S&T Relations:

  • Fostering closer interaction and promote greater international collaboration
  • Acquisition of knowledge through technology transfer
  • Exchange of Information



Special Projects Division (SPD)

The Special Projects Division assists in facilitating financial assistance to S&T programs and projects of the government, academe, and private sectors. This is in support of the DOST Grants-In-Aid Program's vision/mission to manage resources effectively for S&T programs designed to accelerate Philippine socio-economic development.

The SPD :

  • Conducts preliminary evaluation of proposals and processing of approved grants
  • Responds to reprogramming requests of ongoing projects
  • Monitors program/project implementation based on set objectives and targets
  • Provides recommendations and technical support in the review, formulation, and revision of GIA policies and requirements
  • Ensures timely reporting of accomplishments and submission of reports on completed programs/projects; and
  • Coordinates with officials and staff of DOST agencies, other government institutions, academe, and private sector on GIA related matters.
  • Addresses day-to-day concerns related to the GIA program
