REQUEST FOR EXPRESSION OF INTEREST


Name of the Project : Procurement of Consulting Services for the Structural Investigation and Detailed Engineering for the Repair and Strengthening/Retrofitting of the DOST Main Building

Location of the Project : Gen. Santos Ave., Bicutan, Taguig City, Metro Manila



The Department of Science and Technology, through its Bids and Awards Committee (BAC), invites consultants to apply for eligibility and shortlisting and if found eligible and shortlisted, to bid for the hereunder project:

Brief description

Perform the necessary field investigation and evaluation (structural, architectural, geotechnical, electrical and sanitary) and submit plans, drawings, specifications.
Approved Budget for the Contract (ABC) Php 2,994,200.00
Source of Funding CY 2012 appropriations
Contract Duration 150 calendar days

The list of minimum requirements is indicated in the Bid (Eligibility) Documents. Eligibility of prospective bidders shall be checked using a non-discretionary “pass/fail” criteria. Shortlisting of eligible consultants will be done based on the following criteria: experience of the consultant (35%), qualification of personnel (40%) and current workload (25%). The minimum score of a bidder must be 70% to be shortlisted. The top five (5) eligible bidders shall make up the shortlist. The evaluation procedure to be adopted shall be the Quality-Cost Based Evaluation (QCBE). The evaluation of the technical proposals of consultants shall be based on the following criteria: quality of the personnel to be assigned to the project (60%), experience and capability of the consultant (10%) and plan and approach and methodology (30%). Bids whose technical proposals pass the minimum technical rating of 75% shall have its financial proposals opened and evaluated. The technical proposal shall carry 80% weight while the financial proposal shall carry 20% in the bid evaluation.

 

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

2. Submission of Eligibility Requirements and Letters of Expression of Interest August 17 – 28, 2012
3. Opening/Checking of Eligibility Documents August 28, 2012 (9:30 AM)
4. Shortlisting/Notice to Consultants August 28 - 30, 2012
5. Issuance of Bid Documents (Part II) to Shortlisted Consultants August 31 – September 17, 2012
6. Pre-bid Conference September 03, 2012 (9:30 AM)

 

The Bid (Eligibility) Documents will be available at the BAC Secretariat/Procurement Unit, Ground Floor, DOST Main Building, Gen. Santos Ave., Upper Bicutan, Taguig City, upon payment of a non-refundable amount of Php 300.00 to the Department of Science and Technology Cashier.

 

Bid Documents will be available only to shortlisted bidders upon payment of a non-refundable amount of Php 3,000.00 to the Department of Science and Technology Cashier.

 

The Department of Science and Technology assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
