NOTICE OF VACANCY

The Department of Science and Technology – Central Office (DOST-CO) is in need of qualified applicants to fill up the position of Senior Health Program Officer / SG-18 - OSEC-DOSTB-SRHPO-6-2022 under the Health Technology Assessment Division. Applicants must meet the following requirements of the position:

Compensation Package:
Monthly Basic Salary :

P 51,304

Monthly Additional Allowances :

a. Personal Economic Relief Allowance
b. RA 8439-mandated allowances (Subsistence, Laundry, Hazard Pay)

Education :

Bachelor's degree

Experience :

2 years of relevant experience

Training :

8 hours of relevant training

Job Description

1. Leads topic assessments and the development of evidence summaries covering:
*Development of research protocols
*Conduct of clinical evidence synthesis (e.g. systematic reviews with or without meta-analyses, or rapid reviews) on clinical effectiveness and safety/diagnostic performance
*Conduct of economic evaluations
*Conduct of assessments to evaluate the ethical, legal, social, and health system impact of assigned topics
*Critical appraisal of existing synthesized evidence (including externally-conducted reviews)

2. Creates project plans, sets assessment goals, and manages them to completion, specific to the topic assigned;

3. Delivers regular progress reports on current assessments;

4. Initiates consultations with regular and invited resource persons;

5. Designs surveys, questionnaires, or polls specific to research requirements, as needed;

6. Performs necessary fieldwork, consultations, or interviews to gather data, as needed;

7. Develops technical documents such as concept papers, position papers, Terms of References, year-end reports, and assessment-related presentations for the HTA Council and HTA Division;

8. Assists higher-ups in the formulation of policies, guidelines, and other issuances related to health technology assessment;

9. Provides support to capability-building activities of the division, and performs other related functions as may be assigned from time to time.

Remarks :

Preferred qualifications:

Education: Bachelor's degree graduate related to health technology assessment, social sciences such as economics, anthropology, statistics

Experience: 2 years of experience in the conduct of systematic review/meta- analysis, cost effectiveness, costing studies, scoping review, qualitative research involving primary data gathering such as key informant interviews and focus group discussions

Training: 8 hours of training preferably on basic clinical epidemiology, evidence- based medicine/evidence appraisal, health economics, qualitative methods, sociology, research methodologies, public health and health systems
